It's by Michael Nyman and it's from his score for the Peter Greenaway film The Draughtsman's Contract. The particular track is called "Chasing sheep is best left to shepherds". This is the soundtrack album on Amazon:

where you can hear a sample. It also turns up on several collections of Nyman's music.

The modern version I'm looking for is often heard on television, in tense scenes. An example can be heard from 2:59 - 3:30 and from 4:01 - 4:23 in this video:

I am looking for the title of a modern piece of music, often used on television, which makes use of the theme of the Prelude to the Frost Scene in Purcell's King Arthur.

The original version can be listened at Amazon.com, search for King Arthur, Gardiner, sample of CD1 nr. 17.

Add a bit of sheet music, along with a MIDI file, simply by entering note names in Lilypond syntax between the [L] and [/L] tags.
