I finally heard this piece again this afternoon, and waited in my car until it was identified. You had the composer right! Schumann's Symphony No. 4 in D minor Opus 120; the fourth movement "Scherzo: Lebhaft" aka "Scherzo: Presto".

Admittedly, this is only vaguely like your puzzling piece
but what's wrong with an occasional guess if it means
you listen to a beautiful piece of music like this one?

I was listening to a classical npr station the other day, and a familiar symphonic piece was playing, but I can't identify it. One of it's themes is below; the piece is late classical or romantic era. Thank you!

edit: This passage is played by the strings section, and should be about two octaves lower. In style, it is like a march or a slow dance, and it reminds me of Dance of the Knights from Prokofiev's Romeo and Juliet.
